I think Jesus was talking to or about the pharasies who complained about him eating with sinners. when he said I have come for the sinners not those who beleieve they are saved.

If you feel you are good and have no need, you would think anyone trying to save you from your goodness was a lunatic.
However if you were literally drowning and someone pulled you out, you would call them savior.
