Since LA is so decentralized, we don't have that tradition like Times Square. If you want the closest thing, you might want to try Disneyland on New Year's Eve. Most crowded day of the year, bar none. But what a cool vibe! The only thing close to it that I've seen is in Pasadena New Year's Eve, with the people camping on Colorado Blvd for the Rose Parade.
