My opinion is a little bit different, but here goes.
While a lot of people will have you believe being "cultured" means being knowledgeable of and/or being into high culture, I tend to think it has more to do with the family, circle of people, and community you grow up in. I think strong family values, community values, and stability are what create "cultured" people. They have a place they claim and call home, geographically speaking, and acknowledge and appreciate or even cherish that, without trying to distance themselves from it or trying to erase its influence and create a new person as if they are a blank slate. That said, it's my opinion that people who do what I just said and move far away from home and totally ignore and not acknowledge their home culture and create a situation where other people have no indication of where they are from by their personality and who they are - well, I think that person is uncultured. Often times, though, these are the very type of people who will push you into believing being into the arts, foreign cuisine, etc. are what make a person "cultured". Quite frankly I think they are into those things and choose to think that way because they're trying to fill a void in themselves caused from a lack of identity and culture, whether it be from them disowning their home culture or simply growing up where there is no real culture. Those type of people are very controlling and refuse to accept the culture they grew up in because it's not something you can pick and choose. I'm not sure I worded this the best it could have been, but I hope it helps you at least think about "cultured" from a different angle.

It means to have a lot of knowledge about worldly matters, to be open minded, to be intelligent, and to be respectful of other people and cultures.
