Yeah, this is what always happens. People tell you to use Dawn dish soap - and surprise surprise, it doesn't work.
You need to get some Frontline spray from your vet. It's the only safe thing that's effective for puppies under 8 weeks of age - it can in fact be used on puppies and kittens from 2 days of age. Just no one on here seems to know that!
Pet stores don't sell anything for animals under 12 weeks of age, and in truth their flea products shouldn't be used even on adult animals - they do NOT work, and may are harmful. For fleas, stick to veterinary treatments only - and don't take any more advice re: fleas from people on here, because Dawn dish soap is the sort of rubbish answer you'll get.

You can try Johnson's Baby shampoo. Clean the bedding area and wash the mom and the other pups when you do this. Take care to keep them out of a draft and to dry them well and have them in a warm place. Fleas don't like that shampoo but at the same time it is gentler in case it gets in their eyes. When you wash their bedding, you can add a teaspoon of lysol disinfectant to the wash.
Since fleas burrow into blankets, carpets and get in clothes etc, if there are lots of fleas in your house, this will lessen them on the pups but it won't keep them flea free.
Ask a Vet about a product that you can spray on the floors which won't harm the mother or the pups.

wash the pup with dawn (i use the blue kind). make sure to pick the dead fleas off of the pup. dont use any fleas meds, the pup is too young for this. get all of the pups and the mother out of whatever room you keep them in, and get a "fogger" (kills fleas, bugs, spiders etc.) you can buy these at walmart. make sure there are no humans or pets in the room where u are fogging. good luck.
edit: like i said, dont use any flea medication yet, pup is to young, but just a tip for you, DO NOT use the flea medication from your local stores, they are just crap, they dnt work, and can be harmful. only buy the flea mediaction from your vet such as "advantix, frontline plus, etc.)

Fleas live in the environment of the dog/puppy ( bedding, carpet, etc) So you can wash the pup in dawn and then wash everything he has been in/near in very hot water and then in to the dryer on hot air. This includes your bedding, sheets, bed spread, if the pup has been sleeping with you.
Then vacuum *everything* you can, especially of you can't wash it it hot water.
This will help stop the fleas. You can also get 'advantage' from a vet and that should work for a bit too.
good luck!

Use a flea comb and squish the fleas in between your nails or toss them into a sink of running water to kill them and get rid of them.
