Check out the Consular Information sheet on Saudi Arabia at http://travel.state.gov/travel/cis_pa_tw/cis/cis_1012.html for visa application information. Among other things it says:
ENTRY/EXIT REQUIREMENTS: A passport valid for at least six months and a visa are required for entry. Visas are issued for business and work, to visit close relatives, and for transit and religious visits. Visas for tourism are issued only for approved tour groups following organized itineraries. Airport and seaport visas are not available. All visas require a sponsor, can take several months to process, and must be obtained prior to arrival.

You need to contact the US State Department. They will then handle the contacts with the Saudis. There is a form you fill out, you can find it online, and the process moves from there. It can take a bit, which they tell you, just don't have any skeletons in your closet and have a current passport and you should be fine.

The best bet is to go to your bank and apply for one with them. They will help you choose the right one and tell you it's limitations, if any. If that isn't possible, go to www.visa.com and follow the prompts after choosing your country.
