In California, the 4th DUI within 10 years is called a Super Deuce. Its mandatory prison time on conviction, even the judge cannot set aside.
He/She needs a very good (read: very expensive) DUI attorney.

Yes, if its in the same state, the officer that pulled him over 4 days ago would have seen or been told that he has 3 priors. The 4th is probably criminal in your state, this means he will be paying a crap load of money for fines and he will lose his license. He probably wont go to jail though, unfortunately. There simply isnt enough room in jails to house habitual OWI offenders. Thats why there are organizations like MADD or SADD to attempt to change the behavior of these offenders.
The bottom line is Yes, your county will know. Tell your "friend" that if he is going to make bad decisions, he better be man enough to deal with the consequences.

yes, there is a national database that will be consulted for prior offenses.....this idiot needs to be taken off the road before he/she kills someone....they are pretty much screwed....what the fu*ck is wrong with the legal system in this country when a habitual drunk like this can continue to drive and hasn't been given serious jail time yet?
