This could swing both ways, maybe you'll like to ask the person in concern how he/she feels about the own thing.
They could be treating one anothe 'professionally' as fxxx buddies, and pre-agreed that there will be no further emotional attachments.
Otherwise, if sex is introduced into a friendship it could very quickly blossom into the next stage of relationship.
