C. you should never drive faster than your visibility allows, I think California may be a little sensitive on the fog issue having had a few 300+ car accidents in the past.

Those that answered "C" did not read your question. You state that you were driving UNDER the speed limit. (45 in a 55 mph zone) You don't get a ticket for following the Basic Speed Law!

NONE of the answers are EXACTLY correct, but "B" comes closest.

Posted speed limits are designed to be the fastest allowable speed, in IDEAL conditions. Any adverse conditions, such as bad weather, require a driver to slow down. (Basic Speed Law) It is possible that even a speed of 45 in a 55 mph zone may STILL be too fast for driving conditions. In fact, California Vehicle code says that if you cannot see more than 100 feet ahead, you should not drive more that 30 mph, no matter what the posted speed limit.

It is a bit of guesswork here, because I am not sure of your definition of dense fog. Bottom line, if it is dense enough you can't see far enough ahead to stop, you are speeding, going too fast for conditions. Option C
