Government grants and foundation funding is only given to already established nonprofit organizations, not to start them.

First, go to the Foundation Center website, and review the resources under their "Getting Started" tab to find out how you can start your organization, and establish as a 501(c)(3) with the IRS. Then you can review their information on finding and applying for grants. The website is http://www.foundationcenter.org

You can go directly to http://www.grants.gov and search for grants, but you will find you need to have an established org to be eligible for any of them.

Some funders will give seed money to start an organization, but you need to look into getting your 501(c)(3) certification asap. I have used the Chicago-based Donors Forum in the past to find funder resources.
