Is there an actual payment that says "welfare"? I've received unemployment after getting laid off. I don't get it anymore since I moved to a new state. I have an appointment pending to see if I qualify for WIC. Is there really such a check that you recieve stating "welfare" or is that just a term??

There WAS a welfare program- that provided monthly checks to families that could not afford to live without them. It was under the AFDC (Aid to Families with Dependent Children) grant. If families qualified for welfare, they also qualified for medical assistance, food stamps, Section 8, and, Misc. governmental services. In 1996, the welfare reform act was enacted and "welfare" was reformed differently by each state. It is now universally called public assistance, but, entails the programs above. Some states (WIsconsin inculded) made it impossible for able bodied, psychologically sound people to receive a check for not working. The families can still qualify for medical assistance, food stamps, etc, but, receive no cash for not working. The Welfare Reform Act put a lifetime maximum on how long someone could receive benefits.

Unemployment is not considered welfare. You pay into unemployment, and, you collect when you are not working (this is common for construction workers in the Northern States during winter). WIC is technically not welfare, either. It is a completely different grant is not AFDC funded.

Welfare is actually any financial assistance you receive from the local, state or federal government usually due to financial hardship/need.
