can anyone please recommend a good digital camera that takes good digital photos and can also be used as a webcam . in the 100 to 150 dollar price range ? i want the kind of camera that takes photos anywhere in any kind of lighting and even in the dark and for it to also be used as a stand alone webcam . thanks !!!

I suggest you visit dpreview.com or digitalcamerareview.com and compare several cameras in your price range.
Almost any digicam will take photos "... even in the dark..." as long as you use the flash. If you are thinking about non-flash photography in low light then that is a whole different topic. A more sophisticated camera is needed.

im not sure about the webcam but i think you should buy a seperate webcam for $20 then buy either the canon sd1000 or sony w80. theyre both really good camera 7.1mp and each has its own benefits.

i think a camera like that is about at least $100 above your price range :(
