I solved the same problem by going to people who sell sleeping bags. Many of them have miniature sleeping bags that they use as samples or put them above the bags so that people can see what they look like rolled out.
Check with your local dealers and someone may have something left over that will fit your needs.
I got one for Spike, my little squirrel avenger, that way.

I don't know many people who use a sleeping bag for just their forearm. Unless you are really one of those 'little people'.
