The Catholic Church teaches that non-Catholics can be saved:
Furthermore, many elements of sanctification and of truth are found outside the visible confines of the Catholic Church: the written Word of God; the life of grace; faith, hope, and charity, with the other interior gifts of the Holy Spirit, as well as visible elements.
Christ's Spirit uses these Churches and ecclesial communities as means of salvation, whose power derives from the fullness of grace and truth that Christ has entrusted to the Catholic Church.
All these blessings come from Christ and lead to him.

Catholics do believe that ANYONE can be saved.
This was a major issue for me when I was considering becoming Catholic. I specifically asked the priest, because there was no way I was going to become Catholic if it meant I had to think that nobody but Catholics are going to heaven.
He confirmed that Catholics leave salvation TOTALLY up to God, and God will save whomever He wishes to save, whether that person is Christian, Jewish, Muslim, Buddhist or whatever.
Catholics have the "fullness of faith" -- more information, more tools to use, more help in living out the Christian faith, but that doesn't mean that other forms of religion have no truth at all.

Well, the Church does not teach that.
The Church teaches that only GOD knows the state of someone's soul, and that since we cannot, we make no decision on who is "saved" and who is "not."
The Church teaches that all who claim the name of Christian have some part of the saving faith which the Church holds in full; each soul is responsible for the knowledge they receive. As far as those who are not Christian, again, God will look at their hearts to see what they have done with the knowledge they did have.

Who knows who will be saved, in Matthew 22:14 Jesus ,said many are called but few are chosen. In the gospels of Thomas verse 23 it says you will be chosen one from a thousand and two from ten thousand. These were Jews who wrote these words, not romans ,it sounds like you have to be chosen to be saved!!!!

Romans3:21-31. These verses say that everybody has sinned and if you believe in Christ Jesus by faith you are a Christian. Does not say anything about a person having to be Catholic.

if you confess with your mouth, "Jesus is Lord," and believe in your heart that God raised him from the dead, you will be saved.
Romans 10:9
That does not point to a certain denomination. That is a simple answer that could be considered quite inclusive.

Everyone who believes that
Jesus Christ is the son of God, died on the cross on behalf of our sins and risen from that death - is saved.
