We don't know - there are many causes for scratching, and without being a vet and seeing the dog, no one can tell you what's causing your dog to scratch!

Fleas is still the most likely answer - if you're actually treating him, with proper veterinary flea treatments, then it's quite likely he has fleas. Do you know what flea dirts look like, and how to look for them?

If you're that certain your dog doesn't have fleas, then you really must take him to a vet if you actually want to find out what's causing him to scratch.

Many dogs are itchy due to food allergies.

A good food to try is ProPlan Sensitive Skin & Stomach, Salmon & Rice. You can buy it at Petsmart. Most dogs respond favorably to this food plus a skin and coat supplement like Mirra Coat or Derm Caps.

If it is not food related, your dog could have microscopic mites that are causing the itching (you would not be able to see them,) Talk to your vet about the use of Revolution heartworm preventative, as it also prevents and treat sarcoptic mange, as well as being a heartworm preventative and flea/tick preventative.

Could be ticks or dry skin...
Try changing the dog's shampoo...

Personally, after bathing my dogs, i use a moisturizer/softener so that their hair can be soft as well as moisturizing the skin!

Sounds like a food allergy. What food are you feeding? I bet it has the common allergens of corn, wheat, soy or byproducts.
