I don't believe the IRS even makes the forms available until after January 1. But I believe your return can be submitted any time after January 1.

The paper forms are available online. You can file through the mail as soon as you get all of your documents (which can be before January 1 if you have one of the few employers who gives out W-2's with the last paycheck). If you e-file, you have to wait for the time when IRS announces it is starting to accept returns which is usually around the middle of January.

They are expected to be up and running about between January 11-15. Anytime before the 11th it will not be accepted

You have to wait for the year to end first and for them to issue the forms. As soon as you have your W2s (and other forms) and you have the 2007 IRS forms, you can file. About mid-Jan is proabaly about the earliest.
