Its mostly genetics but environment and habits play a large role , If you are underweight I suggest eating high calorie and carb meals , Over the course of the next two years you should reach your height that you will most likely stay at . Eat , Move , Be happy

You need to pray correctly for this:
"Ask, and it will be given to you" means that most people pray poorly when they add qualifiers concerning God's will or God's plan or their worthiness in their prayer. There is no such qualifier. If you want it - just ask. It does not need to make the world a better place, you just need to ask.
So it world be "God, I want to be 6'-3" tall." That's it. Then you need to allow yourself to have faith that it will happen. Doubting does not make it happen.

before i get into depth as to why you may be not as tall here is an old tip (drink lots of milk)....on a more serious note though take heart in this and you will understand
we have many lives.....our spirit is eternal......we are here to experience all that can be experienced life by life e.g. to be rich/poor, attractive/ugly, lonely/popular.......when we die we go to purgatory (a place where we learn about mistakes we have made and learn how to abaondon bad traits for our next life) we are gradually becoming whole.
there are 7 astral planes of renewal, rest, etc......we gradually work our way up to the seventh before coming back to the physical world in a new body.
when we sleep our spirit goes to the astral planes and meets people, people whome we know and love and also strangers.
when you die you will see the light and your spirit will be drawn to it. there is no hell, we all learn and are in a process of becoming whole....the meaning of life is truth and love....materialistc things mean nothing to a wise soul who is almost whole.
much of christianity has been modified to pay for churches. one example is that "we are all born into sin".....this is simply not true, we learn from sins/mistakes and reflect on them in the astral planes in which we become more whole in the process.
