well, I'm not that old yet, but I'll help...
1. letting teens stay out past a certain hour (and here in Cleveland it's tiered by age) makes it harder for parents to 'keep track' of their kids. The curfew is for their own protection, because if they're not due in until 1, but something happens at midnight...well you see how this can be a problem.
2. Noise is bothersome to me. Even though I grew up in the 60's, 70's (rock), when it's at a 'rock concert' you understand it to be loud, but not in a neighborhood. Some of the lyrics to music is offensive nowadays, and we don't want to hear that. Music should be enjoyed, not something that we cringe at. If you're playing YOUR music, then I'm unable to hear my music, even if that's just the birds singing outside and you're violating my 'space'.
3. New business is always great. What about a tax incentive to help the business for the first 3 years? (reduced tax rate). Would it benefit the city (not another WalMart!), or would it hurt smaller businesses in the town? What about new traffic patterns needed for the new businesses' traffic?

I think a 1:00AM curfew for a teenager is too late; a tired system should be used with age groups getting to stay out later as they get older. Not saying weekend or school night does make a difference bit I think 1:00AM is too late anyway. The system here as exceptions for roms and school/social functions which makes sense-football game and dance but as a general rule No. Tenneagers do not get enough sleep anyway and that would just make the problem worse.
Noise ordinance-No way, I wish they would enforce the ones on the books. Just because you and your friend like that some does not mean the entire block does. Seeing teenagers with blaring, window shakingvolumes climb out of a vehicle and take earplugs out (have seen it more then once) tells me it isn't the music it is showing off the sound system they have. Too loud and you do not emergency vehicles so it is a double hit.
new business coming to a town is a good thing as long as it fits te town's character.

teenagers don't need to stay out until 1:00 a.m.... what are they going to do? everything is closed? i guess it would be a good time for them to have sex or get into some sort of trouble? they are better off with a curfew and going home earlier than that.
i dont' think loud music hurts anything as long as you're not bothering people... if you are, well, then respect that and turn down the volume.
new business is great when it's a local person starting it.... i wish they'd blow up all the walmarts and best buys' of the world.

Well I am not quite there yet but close enough to give you some pointers:
Teenagers don't need to be out at 1:oo am, too many drunk adults on the roads, and if they ain't drunk then they are up to no good. Makes for bad role models
Noise Ordinance, Yes there should be one, use head phones that's why they were invented.
New Business, well teenagers don't have a lot of money to spend, so businesses rely more on those working people who have discretionary funds.

AS FOR NEW BUSINESSES, IT WOULD DEPEND ON WHAT THEY ARE SELLING AND WEATHER IT WOULD BE OF USE TO THE COMMUNITY,
