That means they have added a poisonous substance to ethyl alcohol that would otherwise be drinkable. The alcohol is still there and the other ingredient (like wood alcohol) is there also.

Serious alcoholics would try to drink denatured alcohol even though they could go blind from that drink.

It's just alcohol (ethyl alcohol that is) that has been denatured by adding a small amount of another chemical (hexane or something like that) so that it is not able to be used to make alcoholic beverages out of and so can be exempt from duty

denatured alcohol is ethanol which has been rendered toxic or otherwise undrinkable, and in some cases dyed. It is used for purposes such as fuel for spirit burners and camping stoves, and as a solvent. Traditionally, the main additive was 10% methanol, which gave rise to methylated spirits.
