If one reads the bible, it's entirely possible to believe that all those who do not receive Christ as the Lord and Savior will have to make atonement for each and every sin they even so much as thought of; then after their sentence is paid, then they die.
I don't know that this is true, or that I'm even ready to accept this idea as the answer. It is however possible.

The wages sin pays is death, thats it. Once you die , your sins are acquitted, as it says in romans 6:7. In ecclesistes it says that the dead are conscious of nothing so no one - good or bad is subject to eternal torment. The Bible teaches that God is love, therefore he is not gonna subject one to that.

Because it's separation from God, without God, theres no Hope, Love, Kindness, Joy, Happiness. Think about your life without these.

Death is a reunion with God.
That's why this wicked guy, (some call him Jehovah others Allah), needs to punish the disobedient.

Because just being dead isn't a punishment. Torment is a punishment. Otherwise, you'd just sleep forever.

Hell is eternal for it is created for eternal beings, you KNOW about it NOW, but will you take heed or will you go there and regret it for eternity.
