They are both just symbolic rituals. God isn't going to punish you for not doing these things.

Not all Christian denominations have the practice of confirmation. All celebrate communion but many do not make a special deal of the first communion that children take. So if you mean are these celebrations important, the answer would be no. If you mean is it important to believe in God for yourself and truly commit yourself to God (what confirmation is supposed to mean) and that you celebrate communion, the answer would be yes.

Most Christian churches do not have confirmation or affirmation. All have some sort of communion.

As Apostolics we don't do confirmations. We partake of communion every year. Jesus told us to partake of communion. So, we must do so when the church holds communion service, if we are able.

Becoming born again is receiving what Christ did on the cross over 2000 yrs ago. He did it all, He said it is finished,
There is nothing we can add to the sacrifice He achieved.
It's like saying 900000000 X 0 = 0. Anything + the blood of Christ is the same way.
Baptism is a act of obedience so we can experience the death and resurrection of Christ, but remember the two thieves on the cross, one of them asked Christ to remember him, The Lord said I tell u this day u will be in Paradise.

Confirmation is happens if your parents baptized you as an infant.
Communion is an abbreviated Passover.
Do you mean bad as bad or good? The clarity of your answer would be useful.
Do you ask Jews if the Aaron priesthood could be re-established?
Do you ask Muslims why they upped the number of lashes the woman who was raped got?
Do you ask Evolutionist why they do anything at all since all of life is like building a sandcastle in front of the incoming tide of time where ALL will be as meaningless as life be being cognitive of their existance?

communion is just an outward expression of an internal truth. That truth is of faith in Christ. When you profess faith in Jesus , Jesus confirms you to the Father.

LO, those many years ago, I was baptized. Then, when I was 12, I dedicated my life to God.
Of course not doing those things does not make you a bad Christian!
