The playstation eye allows you to do video chat on PS3, as well as play a pretty cool game called "Eye of Judgement" as well as some other games you can download off the PSN store.
Im pretty sure youcan take pictures of yourself with it. Any pictures you take will be stored on the PS3 hard drive, just copy the picture to a portable divice such as a memory stick or PSP then take the portable device to your computer and copy it to the computer.
