you have to have a ground. whether it is the ground itself or the opposite wire. The circuit has to be completed to get shocked.

You have to be touching the ground AND a telephone wire at the same time to be electrocuted, because it is a complete circuit- the ground is a conductor, you are a conductor, and the wire is a conductor. When squirrels and birds go out on the wire, they are only touching the wire and not the ground, therefore they are not going to be electrocuted. However, if the animal accidentally touches the pole on which the wire is situated, the bird or squirrel WILL be electrocuted, (unless the wire is insulated- which it probably isn't) as the wooden pole is grounded and wood is an electric conductor.

Squirrels and birds can run, land, and jump on powerlines without getting electocuted because they are not grounded, but if they manage to touch the poles that the wires are on while still touching the wires they will be shocked if the wire is not insulated.

Well if your talking phone wires only, there's 12volts ac or less.You wouldn't even feel it unless you were standing in water and then it would only be a small ...very small shock.If your talking power lines that feed the home you jump up into the range of 400 plus ac.Yep... they do get shock if they come into contact with the ground.I've seen plenty of electricians work on live wires but they make sure they never touch two wires at the same time.
