Good point Judy, there is a side benefit of keeping the parks in good enough condition to attract tourist dollars which is that the parks will be maintained by that money as well. If the condition of the parks is allowed to degrade continuously, it will make for a much more expensive restoration if it does happen down the road.

The thing that maybe you are missing is that this isn't creating more money, money is being spent at the wildlife refuges that would otherwise be spent somewhere else. It's helping THAT local economy but if it's not there, that same money would be spread over some OTHER local economies.
