It's appropriate at anytime that it would be appropriate to visit any other neighbors. Being Chinese doesn't change a thing!!!

Anytime you would visit neighbors of any other ethnicity. They are normal people just like you and me!
Oh yeah, I work at a small Chinese restaurant and I just want to add that the food they eat at home is WAY different from what they serve in the restaurant.

Go over there with a gift- wine is nice. Take off your shoes without being asked before entering. If they protest (maybe out of understanding for your culture) say you want to. Stay a very short time, but invite them over soon and ASK THEM when it's appropriate to visit.
