Not sure what it might be. I am from the Chicago area and our handicaps are administered by the Chicago District Golf Association which prohibits posting scores up here after late October because they know course conditions are abnormal and everyone would be playing "winter rules" which wouldn't conform to the Rules of Golf. We can post scores if we play in southern climates where conditions would be normal.

I've never heard of a 'winter handicap' ... I think what you're probably referring to are 'winter rules'.

This is pretty much what casual golfers play all the time. There are many variations, but generally what it means is you're not playing by the USGA rules of golf....you're rolling your ball in the fairway, and maybe in the rough too, into preferred lies.....
