You do not need papers to get shots or to do anything except enter the dog in an AKC show or breed it
If you don't have shot records then yes he needs shots. If the breeder was just handing them out I'm sure the pup hasn't had shots. You need to take it to the vet ASAP because I'm also sure it has worms and maybe parvo and distemper. I hope not but go see a vet right now

Of course not, just take your new pup to the vet and he will tell you what shots he needs and start them (series of 3 puppy vaccinations).
Good luck, papers have nothing to do with shots, all puppies need their vaccinations - glad to hear you are doing the right thing by the little guy.

Call your vet now and make an appointment most will wait till you have had the pup a few days but then the vet will start all the shots all over again in case it has not had any

No, the vet will give the puppy a heart worm and stool sample, then give them a round of vaccines. Since you have no idea what the previous owner did or didn't do, better to get started on the right track.

You will not need papers to get the dog vaccinated, and it's safe to assume that the dog has not had shots already, considering he was handed off for free...definately an unlpanned litter. Off to the vet with him.

Congrats on your new puppy.
Bring him to the vet (as others have said) for a general check over, stool sample, and according to how old he is he probably need to get started on his series of puppy shots.

You don't need anything. If the vet is unsure they can re-vaccinate and it won't hurt the animal. As long as you have the dog, you can have medical attention to her!
Make a vet appointment to discuss your vaccination options as well as the neuter.
