I am Self Employed and would like to know how to PAY INTO Unemployment Insurance for myself in case it is needed?

As a self employed person, you're not eligible for unemployment compensation.

So what you have to do instead, is save 10% of your income, against a slowdown.

Sorry, you can't. Self-employed people are not eligible for unemployment comp. Think about it - if they were, people could just collect whenever they didn't feel like working. I'm not saying you would do that - but a lot of people would.
