YOU ARE NOT FAT!
Please please please seek some medical help. You are not overweight in fact you are underweight and by eating so few calories you are most certainly putting your health at risk.
Go and see a doctor please. Or talk to someone you trust about this. I'm sure they will tell you that you are most definatly not overweight.

Ah, but there is a medical reason...it's because your body thinks you're starving to death, so it's holding on to every calorie that it can possibly keep. Less than 1000 calories a day is entirely not reasonable for any human being. It may seem contradictory to where you're trying to go, but adding more calories to your diet will go a long way in allowing your body to let go of what it's trying to store.
Additionally, you're working out too much. Two hours a day is okay for someone with a higher caloric intake (say, 2000+ calories), but not for someone who is starving.
What's happening is that your body has gone into starvation mode. It thinks that you don't have access to food, and that you're in a situation where you are running away from predators (honestly, your body hasn't caught up to the 21st century - it still thinks you're a cave-person). So, it has no choice but to help you by turning every calorie into fat, so that you can use it the next time you don't have food.
Another thing is that you're doing this to try to look a certain way. It is much more important that you work to make yourself a healthy person. If you have a healthy diet, with plenty of protein, fiber and vitamins, and if you exercise regularly (not necessarily a lot), you will end up having a good figure...it's just the natural result of being healthy. More than likely, you'll have shinier hair, clearer skin and nicer fingernails as a result, as well.

Why are you only eating 600-800 calories a day!? My doctor told me not to go under 1200 NO MATTER WHAT and he'd like for me to eat around 1300 to 1400 a day, and exercise at least 5 times a week (cardio and weight training). Start eating more calories, b/c your body is in starvation mode and won't allow you to lose any more weight. Also-start drinking a lot of water, no more soda! Hope this helps, and good luck!

I think this is more of a psychological problem than a physical one. Have you considered that you may have anorexia? I am 5'7'' and i weigh 132lbs and without meaning to brag, i am far from fat! Therefore i doubt very much that you are either. If you genuinely are living on 600 calories a day, then you're body is going to shut down, sooner rather than later. You are doing yourself some serious damage and you need to seek medical/ psychiatric help immediately.

I'm pretty sure you are drop death GORGEOUS but just haven't relized it yet :) Maybe your problem is that you eat too little. When you don't eat much, your body doesn't burn calories digesting food. Instead, it tries not to burn them since it thinks that there is not food available at the moment so it has to save the energy of the very little food you're eating for later. So I would suggest that your eat a bit more. You should be eating at leat 1200 calories per day so that your body does not try to save calories instead of using them up. Try eating every 3-4hrs too so that you constantly burning calories by digesting the food. And remember that beauty and happiness are both in your head. If you feel pretty, you'll look pretty :)

Have you ever thought of getting a few sessions with a personal trainer? I know they're expensive, but if you could just get 2 or 3 sessions with one, they could give you a few tips to get started. You say you're working out for 2 hours? You may not be doing the most effective work out. Good luck!

Im sure all the other answers told you how to get thin so skipping ahead, to build some self confidence and esteem do something to make yourself feel beautiful. Put on your favourite clothes, maybe a little makeup. When you feel confident people notice it.
g-luck, hope i helped
