North Iraq and what Civil War? I assume you mean the American Civil War so the most noted of the domestic disturbances would have been he New York Draft Riots. A, Lincoln declared martial law and used federal troops in the civilian police role to break them up-this was the last time federal martial law was declared in the U.S. Maryland was also had it's share of riots as when they were holding a vote on whether or not to secede the military came in and took over by placing picked people into the offices to make sure they not officially do so. Lincoln was actually in deep trouble and in danger of losing, actually almost guaranteed, to lose reelection to the Northern Democrats who were campaigning on a policy of signing a peace treaty with the Confederacy and recognizing it as a separate country.
