Most U turns are illegal unless there is a sign posted stating that you can make a U turn. In Chicago, you can't make a U turn within 100' of an intersection. It's always advisable to check the rules of the road when traveling.

(625 ILCS 5/11‑208) (from Ch. 95 1/2, par. 11‑208)
Sec. 11‑208. Powers of local authorities.
(a) The provisions of this Code shall not be deemed to prevent local authorities with respect to streets and highways under their jurisdiction and within the reasonable exercise of the police power from:
9. Regulating or prohibiting the turning of vehicles
or specified types of vehicles at intersections
(b) No ordinance or regulation enacted under subsections 1, 4, 5, 6, 7, 9, 10, 11 or 13 of paragraph (a) shall be effective until signs giving reasonable notice of such local traffic regulations are posted.
In other words...the U-turn is illegal but not enforceable until a sign is posted.
Thank goodness the officer knew the law!

Read your rules of the Road handbook. If you don't have one, obtain one. There are some rules that don't require signs, making U-Turns at intersections may be one of those. Kind of like who has the right of way at a four way stop! They don't post signs for that, but if you don't allow the postal truck the right of way, get caught, it's a ticket!

You must have been inside the city limits.
In Illinois, U-turns are legal by state law as long as you can see 500 feet, but municipal goverments have the authority to prohibit them. In Chicago, they are illegal anywhere. I'm sure most other large cities in the state prohibit them too.
