When registering with the IRS for tax exemption, you have to state in writing that you will make less than $125,000 or you will have to pay a 500 dollar fee to process. If you state that you will make less than $25,000 you have to pay a 150 dollar fee to process. Be specific in stating to the IRS where expected funds will come from and who will benefit, such as payroll or volunteers with stipend. In my statement with the IRS, I stated that there is no payroll all employees are volunteers which allows me not to file taxes except for the 990 EZ.
