I believe that they have created a ready market for stolen goods.
If you take down old gold and pieces of jewellery they will purchase it without asking for I.D.
Just look at some of the television ads inviting people to bring in their used gold and valuables for cash.
How come the seediest of characters are always outside of these establishments? Or why are the police always there?
There must be a market there otherwise neither of the two persons I above mentioned would be involved
in hanging in and around the areas or locals.

I do not believe that they encourage it but they do provide a ready market for stolen goods. You will find that most of them adhere to the law and will not accept anything they believe to be stolen goods but there are always the shady characters in any business that work under, around or through (as in just barely keeping it if they think they will get caught) the law! Private Fences (outlets that thieves know) usually provide the money for the goods that others shop-lift or steal in some other manner. It is best that you do not ask me how I know all this! LOL

There are stolen items, of course, that end up in pawn shops. So in a sense they do encourage theft. However, if the thief is smart enough he'll stay away from pawn shops if he has a traceable item to get rid of. So they don't encourage theft any more or any less than E-Bay or swap meets or sidewalk sales.

To the general thief a pawn shop is only a secondary consideration because pawn shops won't offer near what the item is worth. Most pawn shops won't even consider taking in handguns or fine jewelry or gold without prior ownership proof.

Stolen high-ticket items usually end up being taken by a 'fence.' Those that the thief can dump easily he'll sell on the street, at swap meats, even yard sales and now, believe it or not, through places like E-Bay.

no, the police usually does a cross-reference with them if there have been any stolen goods in the area.
