"Well, one never knew" is the answer on the easy part of your question. But "gedankenschwere Betonsilos" can't be translated word by word. "Betonsilo" is a common disparaging term for multi-story building or tower block. "Gedankenschwer" - a combination of "thoughts", and "heavy" - means something like depressing, paralysing, isolating in this context.

To get the best translation for the first part it would have been great if you had given the whole sentence, just to get the right nuance..
Anyways, the translation is: Who could have known... and concrete silos, heavily in thought (which is pretty weird, but anyways...)
