Rom 9:25 As he saith also in Osee, I will call them my people, which were not my people; and her beloved, which was not beloved.
Rom 9:26 And it shall come to pass, [that] in the place where it was said unto them, Ye [are] not my people; there shall they be called the children of the living God.

When one flips over to Hosea we find this:
Hos 1:10 Yet the number of the children of Israel shall be as the sand of the sea, which cannot be measured nor numbered; and it shall come to pass, [that] in the place where it was said unto them, Ye [are] not my people, [there] it shall be said unto them, [Ye are] the sons of the living God.

Explain who these 'gentiles' are actually according to Hosea and why Paul excludes all others in Romans 9 from the covenants, adoption, and promises?

The Israylites were to be scattered amongst the nations, therefore the ones from every nation and tribe are Israylites. That is exactly who the 'gentiles' are in those passages. It is the House of Israyl which had been put away being brought back into covenant relationship with Yahweh. Paul excludes the others because the promises, covenants, adoption and etc. do not pertain to them at all. And yes, this is very much a physical, genetic, birthright promise being passed down as the law and prophets fortold.

Rom 2:28For he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh.

29But he is a Jew who is one inwardly; and circumcision is that which is of the heart, by the Spirit, not by the letter; and his praise is not from men, but from God.

Christians, (both Jewish and Gentile Christians) are the true Jew today.

The minor fullfillment of OT Prophets applied to the literal Jewish or Israelite nation.

The major fullfillement of these prophecies apply to the spiritual Jew, or as Paul said in Gal 6: The Israel of God.

Gal 6: 15For neither is circumcision anything, nor uncircumcision, but a new creation.

16And those who will walk by this rule, peace and mercy be upon them, and upon the Israel of God.

This Israel of God is a new creation, Spiritual Israel, who's circumcision is of the heart, and not of the flesh.

Rom 11:13 Now I speak to YOU who are people of the nations. Forasmuch as I am, in reality, an apostle to the nations, I glorify my ministry, 14 if I may by any means incite [those who are] my own flesh to jealousy and save some from among them. 15 For if the casting of them away means reconciliation for the world, what will the receiving of them mean but life from the dead? 16 Further, if the [part taken as] firstfruits is holy, the lump is also; and if the root is holy, the branches are also.

17 However, if some of the branches were broken off but you, although being a wild olive, were grafted in among them and became a sharer of the olive’s root of fatness,

The Gentiles are grafted onto the true tree while unfaithful natural Jews are chopped off.

Thus God's people today are not the jews, but Christians.
