cc is for the second party getting the email, in the past it used to mean carbon copy of the form that was being filled out
bcc is for others getting the email but no one else can see their email address

To - is the person you're sending the email to.
CC - Carbon Copy - An e-mail field that allows the sender to copy a message to one or more other addresses besides the main recipient.
BCC - Blind Carbon Copy - An email field that allows a message to be sent to other recipients without showing their email addresses. Similar to the CC field, but when BCC is used, the e-mail addresses are hidden.

CC stands for carbon copy. BCC stands for blind carbon copy which means that no one else knows that person was copied.

To is the persons you want to send to, CC is carbon copies, it means the message will also be sent to those people.
Blind Carbon Copy means that the the address are hidden and can't be seem by people from TO and CC.
