My cat pooped on my counter. Is there anything I can use to keep him off of it? Smelly stuff? Yelling at him is useless, as he is deaf. The next time he does it he's out, and I really don't want to do that.

He's not deaf because he's old. He's a blue-eyed white cat. They are nearly always deaf

The only way to train a cat is to make the experience unpleasant. I have defiant cats and the only thing that has worked permanently is to cover the counter with double stick tape. It will only take one or two times for them to never do it again. So your inconvenienced for a couple of days, and then you're free of the problem. No more tape needed. Spray bottles don't work. I've tried it. They just know that when you're gone they can get on the counter.

If he is deaf, my guess is that he is an older cat. Is he medically healthy? Check with your vet. Your cat may have a medical issue.
Also, check the litter box. He may be more particular about it now for some reason or another. Have you changed the type of litter you use/moved the box/gotten a new cat lately/added or removed a top? Anything that has changed may have annoyed him. Even the type of food he eats. Has that changed? The type of water he drinks?
As far as the counter goes, clean the area well to remove the smell. Then place a bowl of white vinegar in the area to collect up any remaining odor. You may not be able to smell it, but dear old kitty will. If you catch him on the counter give him a quick squirt of water from a spray bottle. Make sure there aren't any temptations on the counter he would be interested in - foods, treats, plants he likes to bite, etc.
You say if he does it again he's out. I suspect that is your annoyance talking, but if you are serious, find a foster home with your local no-kill shelter. Don't simply dump him off at the pound. Afterall, he has been a great cat with the exception of this one transgression.

Your cat could be doing this for tons of reasons, I sometimes forgot to empty the litter tray and they pooped on the floor but never on the counter as he knew this was wrong. I also noticed that if you have done something wrong and they know you dont like it, they do it to annoy you.
How long have you had your cat and how hold is he/she? If you havent had him/her for very long or its very young it might not be used to your set of rules and you're going to have to train it. It takes patience but my kittens were trained after about 2-3 weeks. Mature Cats take slightly longer.
Don't just throw the cat out if it has done bad though because if it isnt trained or know its wrong it wont understand why it isnt wanted. If you really are annoyed then give it to an animal shelter.
Spraying water at your cat when it does something wrong is very effective, make sure the litter tray is clean. Another thing I noticed with mine is sometimes they dont like the litter tray material because its uncomfortable on their feet. Mine HATE pellets but make sure you dont use clumping litter because they s ometimes swallow it and it will swell in their stomach and your cat/kitten will die or need serious surgery.

I would suggest a spray bottle to keep him off of all countertops. Then I would try to find out why he went up there in the first place, instead of using his box.
Another option- I'm sure you've heard of Invisible Fence? They have it for dogs outside, it's exactly what is sounds like. They also make it for use indoors- especially for keeping cats off the counters. Check into it, it might be worth it.

Get a clean litter box and place it near by. They like clean litter boxes. It usually works if you put it near by the counter and then you can move the litter box somewhere else once the cat is used to it. It works for me.

Try putting out some cayenne pepper. Or invest in a squirt gun. They are great cat trainers.

make sure the litter box is clean.
give him a treat every time he goes in the litter box.
squirt him with a squirt bottle (not gun, unless its a super wimpy one) every time you catch him going where he is not supposed to go, if you catch him during the act.
If you catch him when he is about to go, pick him up, put him in the litter box.

I've heard of lining the countertops with spoons. When he jumps up he will disturb the spoons and hopefully that would keep him away.

Get a spray bottle and spray him whenever he gets on there. I use one on my cats when they do something they arent supposed to be doing. They eventually learn not to do it.
