No the technology does not exist the remote control a person. However, through psychological means it may be possible to influence a persons actions. Many, many movies exist that show various government agences that employ "sleeper" type agents that have been trained and conditioned to assume normal lives but when "activated" they become super spy killing machines ala Jason Bourne. Usually this is accomplished through a combination of technology and psychological means

The television.
It's been warping people's perception about what's really going on in the world for decades. Although--to be quite truthful--that is because of the media spreading their message through the television as a medium. It's like the difference between a gun and the burglar wielding it.
You'd be surprised at just how many people have convinced themselves they know what's going on and have formed stalwart opinions about matters based entirely on what they've seen on TV.
