Cellulose is insoluble due to the shape it takes. Every other glucose is inverted allowing the linear polymers to lie very close forming crystals. Intermolecular hydrogen bonding between the strands holds the polymers in ribbons. That is what makes it insoluble in normal aqueous solutions.

A single strand of cellulose is as soluble as other polysaccharides such as amylose.
