About a month or two after he/she is spayed or neutered.

I'm not really sure what you mean about teaching your dog about sex...it comes naturally to him/her. I assume you mean that you want to breed your dog.
A dog that gets pregnant under a year old is like a 7-9 year old human girl getting pregnant...it's not good for anyone. Young females in heat should be protected with panties (they will bleed at this time unless spayed) and/or kept away from male dogs at all times.
If you're not a professional breeder, you should know that there's a lot of time, skill, knowledge, and money involved in having a pregnant female, the birth itself, and the puppies' first weeks. It's much more expensive to breed than to have a dog "fixed".
http://www.petbitsforyou.com/pregnant.html (see the links at the bottom of the page for more info about mating)
Not to mention, difficulty finding a home for the puppies....a responsible, professional breeder has homes for the puppies before they're even conceived.
By the end of the day today, it's estimated that around 10,000 dogs and cats will be euthanized in shelters in the U.S. Please don't be part of that overpopulation problem and spay or neuter your dog!
Talk to your vet.

What exactly would you tell him/her? And why not get him/her neutered or spayed.

Once they are spayed/neutered, they don't need that conversation.

Tell him a dirty joke and if he gets it, it's time. If he doesn't laugh, then it's okay to wait awhile longer.
