I actually saw a southwest airlines gift certificate by the register at walmart the other day. So i know you can buy them there, but other than that i would contact whatever airline you want a gift card for.

It is a great idea and they can travel wherever they want. Just contact Airline in your city that will fly anywhere in U.S and they will send the person a gift certificate. My dad did it for me when I graduated from college. Good luck
