First off, you will have to check your paperwork to see if they included sales tax, title, registration, and plates. This is NOT a requirement in every state, so you will want to double check. The dealer should have provided you with a temporary tag, which is usually 31 days.
Typically, if you buy from the same state where you live, they should have collected sales tax on the vehicle purchase. If they didn't do your paperwork, they will eventually have to give you the title , odometer statement, and any rebate forms . The dealer should have done all of the tax, title and transfer for you- that is what you pay for at a dealership! The entire reason that dealer's are licensed is so that they will handle the sales tax. If this had been a private party sale you would have to go to your local DMV and take care of this all yourself and you would have the title to show the DMV. You will not get the title until you have paid the car off.

If you did it through a reputable dealer they will handle the paper work. In fact one of the papers you signed gives them power of attorney to handle the paper work for you.
If you didn't go through a reputable dealer, make sure to check on them after a month or so. The DMV should send you the appropriate paperwork within 8 weeks.

When I got my car and was ready to register, I had to go to the dealership and get the title for the car, then go to a tax...assetor and setter (something I can't remember) anyways someone who assets your property taxes. Then I took all that paperwork to the DMV and got my plates. That's how I had to do it.

THE DEALER SHOULD HAVE DONE ALL THIS FOR YOU AND YOU CAN VERIFY THIS BY LOOKING AT YOU CONTRACT.
MAKE SURE THAT THEY CHARGED YOU FOR THE TAX, TITLE AND THE LICENSE AND IF THEY DID YOU WILL BE GETTING THE REST OF YOUR STUFF FROM THE DMV.
IF THEY DID NOT YOU NEED TO GO TO YOUR LOCAL DMV OFFICE AND GET ALL OF THIS TAKEN CARE ASAP.
IF EVERYTHING IS IN ORDER THE ONLY THING LEFT FOR YOU TO DO IS DRIVE YOUR VEHICLE AND ENJOY IT.

You can't purchase insurance unless you have a vehicle to purchase it for. Buy the car then call the insurance company. You don't have to drive the car in order to get it insured. just call the insurance co and tell them you just purchased a veh. They will ask a few questions and you have to give them the VIN number. Then you have to find a way to get to the bmv to have the title changed over into your name and get your tags. You can either get temp tags or the reg plates. Temp tags are good for 30 days in Ohio.
