No, they can't. My dad was a Police officer in Michigan and the minute I stepped foot out of the house to go live someplace else without his permission, He would call the police and report me as a run-a-way.

Even if it were just going to be for a sleep over, if done without the parents permission, it is classified a run-a-way.

Yes, unless you mean in defiance of parental permission. Then I don't know but imagine that it is not an actual crime.
