There are a lot of good bottle jacks available on the market in all sizes, ranging from ultra cheap almost one shot jobs to super expensive jobs.
No matter the make there is maintenance required on them which is mainly keeping them full of hydraulic fluid.
Cheaper ones the seals will tend to wear out faster and blow out under heavy load.
As for using water will not work since water will not compress like hydraulic oil.
Depending on what you are going to be using it for should determine the quality of jack you should buy. If you are going to be using it constantly in a shop then you are going to need a heavy duty industrial jack.
It you are going to be using it for just changing your tires when you get a flat then a good quality standard duty jack will do.
But if you like your fingers & toes stay away from the el cheapo's the big box (Wal Mart etc) stores sell. Personally made that mistake. Lucky didn't get any fingers or toes but had hell getting the car back up. [seals blew out. First time used]

No, hydraulic jacks are not used with water because of corrosion and rust from the water and lubfrication from the hydaulic fluid.
What you are lookng for is called a bottle jack, which looks like a quart bottle of milk. It has a small cylinder on the side and a lever and when the lever is pumped a large cylinder rises out of the top. They have a wide flat base and a valve for lowering back down and most have a screw shaft in the middle of the large cylinder to close the gap after putting the jack in place.
Even the small ones raise 8,000 pounds (4 Tons) and ones that are not very big go up to 12 tons. They seem to require no maintenance at all. If they will not fit under the axle because a flat tire has made them low, normally another point like a spring mount has enough clearance for initial lift.

Should we buy it for you too? Google it. Go to Sears, go to pepboys, I'm sure you'll find something.
