The first reference has a list of countries with no standing armies. As you can tell from reading it, some of those counties do have defensive agreements with other nations as well as their own security forces.
It is hard to say which military is stronger or weaker. Do you decide on their def fense budget (2nd ref)? or on manpower (3rd ref)? Sometimes, it's hard to tell unless the militaries come face to face (like with football teams).
Hope this helps!

Depends by What you mean, Tanks, planes, numbers?
Please note these are Total Numbers, not individual componets, for instance the Naval chart is everything from a gunboat to Cruiser and above. For detailed list I Recomend Hazygrey.org www.fas.org This list is from Globalfirepower.com and is up to date with 2005 numbers, far more current than Global Security. And I will only list the top, well bottom 5 or 6.
In current standing Army numbers its
Canada 98,550
Lebanon 85,100
Nepal 85,000
Iraq 77,000
Australia 75,172
Afghanistan 24,000
In terms of "Fighting Troops"
Australia 53,572
Sweden 53,500
Iraq 35,000
Norway 35,000
Afghanistan 24,000
(Canada is 6th in this list as it was in the above with 62,300 troops)
Tanks and Armored units (4 Nations have no data)
Australia 645
Venezuela 601
Sweden 540
Philippines 411
Norway 170
Nepal 80
Air Craft (Canada is in 6th with 399 Aircraft, of which only 117 are fighter Aircraft)
Venezuela 366
Philippines 257
Norway 141
Lebanon 68
Nepal 18
Naval (Nepal and Afghanistan have no Naval Units)
Venezuela 23
Lebanon 20
Israel 18
Syria 16
Iraq 9
On a side note in nearlly all catagorys the top Three are normally China, US and Russia, with North Korea in 4th on many of the Combat elements. Mexico seems to have more Military forces in some area's than most Western European Forces as well.
And no List can take into account the Human element. Is the population war like? Are they Nationalistic? How are the commanders? The Terrian? How are the politics? Authortarian Nations can often take more brutal and efficent means of battle than a qasi/Social democratic society for instance. Terrian and types of weapons also play a role, as does training, and spirit.
Afterall on Paper Iraq should have won both Gulf Wars, but poor training got the best of them.
That being said Quanity has a Quality all of its own.

Turkey should be on the list over Pakistan. Overall Pakistan has nothing without its nukes. If we're putting countries on the list because of nukes then we might as well put North Korea on there as well. Fact is Pakistan is an impoverished country that is struggling to fight off the militants within their own borders. I'd also put France ahead of Germany and China ahead of India.

You could probably name the ten poorest countries in Central and South America and you'd have the weakest militaries.
