can not calling or thanking the sender be considered as being rude and inconsiderate?

Anyone who cannot take a moment to express gratitude for a gift does not deserve to receive one.

That's a wide question, and while it depends on several factors, the largest ones are probably the relationship between the gift-giver and recipient, and the situation surrounding the gift.

As a general rule, I thank my gift givers when I receive a gift...particularly in those circumstances when I didn't get them a gift in return, or I was not required to due to the occasion (such as my birthday).

If this was a very casual friend or acquaintance, and it was a small gift, calling right away probably isn't necessary...you can express your appreciation the next time you run into each other. However, if it's someone you rarely see, and they took the time and trouble to send you a gift, it's probably a good idea to at least call and thank them. :-)

For myself:
If the giver is not there when I open it, I always mail a thank you. If the giver is there at Christmas or my birthday, I do not mail a thank you. Any other occasion that the giver IS there, I still mail a thank you.

For my 2-year-old daughter:
I mail a thank you whether the giver sees her open it or not, no matter the occasion.

The etiquette is to handwrite and mail a thank you note. If it's your good friend or family member, you just say thanks verbally. If it's a family member of the generation older than you, you write & send the note.

Who is the gift from?
Sending a thank you note only takes a minute and wouldn't you rather the gift giver remember your thanks over your silence.

ALWAYS ALWAYS ALWAYS ALWAYS ALWAYS say thank you when you receive a gift. Even if you don't sent a card or handwritten note a sincere thank you is more than adequate.
