Basically it means that you need to keep an eye on your enemies because they are more likely to do something to hurt you than your friends are. So, keep your friends close and have fun with them, but keep your enemies closer so you know what they are up to!

It doesn't necessarily mean pretend to befriend your enemies; it just means keep a close eye on them. It's your friends whom you can trust out of your sight.

You've probably heard it from the Godfather. It came from Sun Tzu who wrote "The Art of War". I think it just means not to drop your guard with your friends and especially your known enemies.
Sometimes friends can become your biggest enemies a.k.a. backstabbing.
