I am looking to make petit four cakes and am wondering what the best pan and quantity of cake mix (boxed Dunacn Hines or such) would be to have a uniform thin layer of cake, and approx how long to bake it. I would be looking to make each layer approx 1/4 think I guess

You want a jelly roll pan or a baking sheet. These are the rectangular pans that have about a 1 or 2 inch wall.

Or... just use a rectangular dish (the largest you have) and cut the cake in half or to the desired thickness. This is probably the better option since you're still cooking per the instructions on the box.

My concern is that if you spread the mix too thin, you many end up with a think cake with a cookie-like consistency instead of a spongey fluffy cake.

In regards to best box mix, they kind of taste all the same to me so you really can't go wrong.

i would assume you could use almost any cake pan...just don't put as much batter in it as you would if you were baking a regular cake...you could even use a sheet pan...
or you could just bake a regular cake and then use a cake leveler to cut layers down to the size you would like...
