Lets see... left third is boring, right third is too dark, center third is too cluttered.... its just bad.

It isn't properly exposed... it is way under exposed.... but that's not composition...

Its not even straight, I would have thought you needed to get at least one of the lines of the building to be straight...

Overall it looks like you were putting your camera into a bag and it fired a shot by mistake....

Again, you need to pay closer attention to the edges of the frame, try not to cut things off.

I have seen some of your other posted photo's and I think the most helpful advise I can give you is to clearly identify the subject. When I look at your shots, I do not understand why you made the image. Think about what motivates you to want to photograph something and try to convey that feeling to others by having a clear subject, eliminating everything that does not add to the concept of the image.

Here are some basic compositional techniques...
When composing an image in the view finder, mentally overlay a tic tac toe grid over the frame, dividing the frame into three equal parts from right to left, and top to bottom. Place key elements of the image at the points where the imaginary grid lines intersect. This is following the 'Rule of Thirds'.
Place elements in the fore ground, middle ground and background, to convey a feeling of depth. You are trying to capture a 3d world on a 2d medium, this is best achieved by 'layering' or 'stacking' elements within the composition.

Frame the subject with elements in the foreground. This is difficult to explain, so I will provide you an example.

I don't know what the rules of composition are, but it doesn't look successful. What's the subject of the picture? I think you were trying to make something in the foreground, like the building on the right, to make the depth, but something doesn't look right.

I don't like the crane. It points out of the photo. There's no view point. Rules , I'm not sure about, but it's not a shot I would have taken from that angle.

Your image does conform to the "Rule of Thirds", but the subject matter is boring and the exposure is poor.
