Could the next Dalai Lama be also the child of a president of another sovereign state? What would happen in a similar case? Could this declaration be a strategy of Dalai Lama?

I was intrigued by his suggestion that the institution of the Dalai Lama itself could be brought to an end. I do find it interesting and puzzling that China has latched on so hard to "traditional" Buddhist doctrine concerning the selection of the Dalai Lama, when it is officially an atheistic, communist government. This would clearly point to their understanding of the office of Dalai Lama as a political one, the reduction of its religious significance to that of a political lever, and the actual destruction of its real position within Tibetan Buddhism. So, yes, I can understand why the Dalai Lama is concerned. It will be interesting to see how this is handled--non-Tibetan Dalai Lama or no Dalai Lama at all...perhaps the reincarnation in this case would be the transformation of the power from its historical flow. This is a real theme with me lately, and the fact that the Dalai Lama says this reinforces my late ideas about ritual practices and open-mindedness.

If he choose a successor before his death, that will be a successor for the lineage. When Dalai Lama reincarnate again, it will be passed back to him.
He can still be born to tibetan, only its not in the snowyland.
Look how many great master did reincarnate outside tibet.

Previously, the idea that the Dali Lama could have been chosen outside of Tibet would have been a ridiculous one. This Dali Lama has so much of a love for all of humanity and has helped so many international causes that the next could be picked from anywhere. Most people don't realize that he was the one that spearheaded the creation of the World Interfaith Council to bring leaders of all the worlds religions together to resolve their differences peacefully. It is a new organization, but who knows----it could be the first step to world peace.

I don't know for sure but when he does come along, I'll preach to him just like I did to the current Dalai Lama and tell him that he is going to HELL if he doesn't accept Jesus into his heart as his personal saviour.

JESUSSAVES, ridiculing other faiths is childish and does nothing for your credibility, it only serves to define you in a negative manner as you are ultimately powerless to define other believers. Now as for your avatar name, "Jesus saves, but Moses invests" how is that ?
BTW, Dalai Lama teaches love and utmost compassion toward others, I guess that offends you... sad...
