They are attracted by dirty beds. Dirty beds are filled with dead skin and all kinds of unpleasant waste bits from your body. Bed bugs are easily repelled if you change your sheets at least every three months, even if that's extreme.
They only tend to be in hot countries, so England has no worried, but other places in Europe can get them. You find them in shabby hotels where they havn't bothered to clean the sheets properly (or buy new matresses when the old ones get..well..old).
ALSO...when we use the term "bed bugs" we usually are talking about the non-dangerous "dust mites". Dust mites and iddy biddy insects that live in your matress and eat your dead skin, they are not harmless and they are in every single bed, unless it's brand new. Which is why you can find that you need to hoover your new matress a bit because it's got itchy from dead skin in it. Dust mites are no threat to people, and just to gross you out they come out every night and eat your dead skin and go in your ears and eat your excess ear wax! :D

The easiest way is to dump all linen, mattress, box spring, and bed itself. Another way is to clean the bed with a solution that will kill the bugs, but get rid of everything else.

From being in the woods or somewhere and picking up small bugs which usually live in things like Spanish moss. These get on your clothes or your person and you transfer them to your bed.

As I read these answers I laugh. Bedbugs are not mites, they are not caused or brought on from being dirty, cluttered or anything like that. They are an insect! They can live in a bag or mattress cover up to 18 months. They are flat and only plump after they have eaten. They hide in the seems and are attracted to the CO2 you exhale. They can come in deliveries if you order online or even the grocery store. They are immune to may pesticides and can not only be as hard to get rid of but breed like roaches. Steam kills them, so iron your mattress or use a steam cleaner. Oh and PS: Ya'll that only change your sheets every 3 months are nasty! Every week or two wash them and yes vaccine the mattress helps. Pets can get bitten too
